Position Summary
PeopleForBikes seeks a highly organized, collaborative, and entrepreneurial Program Manager to oversee the operation, measurement, and execution of Fleet Forward, PeopleForBikes’ national initiative to accelerate the safe and responsible growth of commercial electric micromobility delivery.
Fleet Forward brings together industry leaders, policymakers, transportation officials, advocates, and communities to address the policy, infrastructure, safety, and public-acceptance barriers preventing these vehicles from reaching their full potential. The initiative will develop and advocate for model legislation, support deployment in priority cities and states, build local coalitions, advance infrastructure solutions, and educate policymakers and the public about the benefits of commercial electric micromobility.
The Program Manager will serve as the central program manager for Fleet Forward, ensuring PeopleForBikes and participating partners translate this national strategy into measurable results.
The initial term is one year, with a possible one-year extension, subject to funding and project needs. While this position is currently envisioned as full-time, PeopleForBikes may consider a part-time arrangement for a highly qualified candidate in a complementary role. Compensation, scope, and benefits eligibility would be adjusted accordingly based on hours worked and employment classification.
About the Role
The Program Manager will oversee the day-to-day execution of Fleet Forward's multi-year work plan and coordinate work across PeopleForBikes' policy, government relations, infrastructure, research, communications, and community engagement teams.
This position combines project management, policy coordination, stakeholder engagement, coalition building, research, communications, data management, budgeting, and partner relations. The ideal candidate is an exceptional project manager and relationship-builder who can bring structure to a complex national initiative involving companies, policymakers, transportation agencies, community organizations, consultants, and PeopleForBikes staff.
Key Responsibilities
- Lead day-to-day implementation of Fleet Forward, managing the multi-year work plan and ensuring program goals, milestones, and deliverables stay on track.
- Coordinate work across PeopleForBikes teams, participating companies, consultants, lobbyists, and external partners to maintain alignment and accountability.
- Manage project plans, timelines, budgets, contracts, dashboards, and reporting, including monthly progress updates for participating Fleet Forward stakeholders.
- Lead Fleet Forward's monthly industry working group and other policy, strategy, and implementation meetings, including agendas, materials, action items, and follow-up.
- Manage the development and deployment of model city and state policies that enable safe commercial electric micromobility operations.
- Track and analyze legislative, regulatory, and administrative developments affecting commercial micromobility at the city, state, and federal levels.
- Coordinate government relations and advocacy campaigns in priority markets, working with PeopleForBikes staff, external lobbyists, industry partners, and policymakers.
- Build and maintain relationships with policymakers, transportation agencies, participating companies, businesses, advocates, and community organizations.
- Create and distribute a policy toolkit that contains infrastructure guidance for cities, including bicycle networks, curb management, loading zones, parking, charging infrastructure, and microhubs.
- Use PeopleForBikes' City Ratings and infrastructure expertise to identify priority markets and infrastructure investments that can improve the safety and efficiency of commercial micromobility.
- Lead public education, communications, and community engagement efforts, including educational resources, media campaigns, demonstration projects, and pop-up events.
- Serve as the central point of coordination for Fleet Forward partners, providing timely intelligence, identifying opportunities for direct engagement, and maintaining a unified industry voice on commercial micromobility policy and deployment.
Required Qualifications

- 3+ years of relevant professional experience in project or program management, transportation, public policy, government relations, nonprofit programs, consulting, logistics, mobility, or related fields.
- Exceptional project management and organizational skills, including demonstrated ability to manage multiple workstreams, deadlines, partners, and deliverables simultaneously.Experience coordinating complex initiatives involving multiple organizations and senior-level stakeholders.
- Strong written and verbal communication skills, including experience developing presentations, briefing materials, reports, and executive communications.
- Strong meeting facilitation, stakeholder engagement, and relationship-building skills.
- Ability to translate strategic objectives into clear work plans, timelines, responsibilities, and measurable outcomes.
- Ability to track program performance and communicate progress clearly to partners and organizational leadership.
- Self-directed and collaborative, with strong judgment, problem-solving skills, and attention to detail.
- Comfortable working in a fast-moving environment where technology, policy, and business models are evolving.
- Ability to handle confidential and commercially sensitive information with professionalism and discretion.Interest in transportation, logistics, cities, bicycling, micromobility, or related fields.
- Willingness and ability to travel for partner meetings, city visits, demonstration projects, conferences, study tours, and PeopleForBikes staff gatherings.
- Bachelor's degree preferred; equivalent professional experience or an equivalent combination of education and professional experience may also be considered.
Desired Qualifications
- Experience managing multi-company, multi-stakeholder, or public-private initiatives.
- Familiarity with urban transportation, freight, logistics, micromobility, or bicycle policy.
- Experience working with city or state transportation agencies.
- Experience supporting legislative, regulatory, or government-relations initiatives.
- Experience working with corporate partners or membership organizations.
- Experience developing model policies, best-practice guidance, toolkits, or similar resources.
Compensation and Benefits
This “at-will” position offers a competitive salary commensurate with experience. This is a full-time temporary position with an annual salary range of $70,000–$85,000, depending on experience and qualifications, plus benefits.

Location
PeopleForBikes is headquartered in Boulder, Colorado, with an additional office in Bentonville, Arkansas. This position may be based in Boulder, Bentonville, or remote.
