Love my bike but not angry bike riders

I was doing errands in my new Leaf EV.  It was raining but I was in no hurry and after completing my errands, I decided to take Valencia Street to cross back to Bernal Heights from the avenues. I encountered a bike rider that seemed to think she could come into the lane of car traffic with little warning. There were a few trucks blocking the bike lane. I like driving Valencia now as most car drivers know the slow pace and the bike riders merge easily. The rider I had trouble with seemed to be spoiling for a fight. The behavior of this rider is going to get her in trouble. She didn't seem to realize that when you are next to a car signaling a lane change isn't going to get the car driver to move. I wonder if there is a class to teach drivers and bike riders how to co-exist?  I'm Bummed because the rider looked like my bike friend in the picture and she lives in my neighbor hood.  I know because she was riding an electric bike and was riding very quickly for the conditions.
